The Department of Finance is currently accepting applications for the position of Revenue Billing Manager. As a second-level supervisor over the revenue unit, this role involves making interpretive decisions on behalf of the organization to execute goals established by City policy and the department director, utilizing available technology and resources. The incumbent will oversee daily operations, direct workflow, conduct meetings with staff and other departments, review reports, represent the City on fiscal matters, develop policies, manage budgets, and supervise personnel.
Key Responsibilities:
- Process and review annual, monthly, and semiannual DMV files.
- Send annual filing forms for Business Related Filings (BPP, M&T, and ATOM).
- Enter annual Bank Franchise Filings.
- Coordinate with print vendors.
- Manage mailings.
- Update the website with annual filing forms.
- Respond to and assist external customers, taxpayers, and citizens.
- Administer, manage, and monitor programs in the focus area.
- Perform duties such as performance evaluations and training for staff.
- Assist other City of Richmond departments regarding posting payments and other processes.
- Review and improve processes and procedures.
- Perform testing of new software upgrades and products.
Qualifications:
- Minimum Training and Experience: Bachelor's degree in business administration, finance, accounting, or a related field; Four years of experience in a related field; An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.

Knowledge, Skills, and Abilities:
- Knowledge: Local government tax policies, Personal Property taxes, Audit practices, Background knowledge in focus area, Computer programs such as Microsoft Office Suite, Basic accounting principles, Cash handling, and cashiering systems, Internal cash controls practices.
