This position is Unclassified and serves at the will of the Appointing Authority


The City of Richmond Department of Public Works is seeking to hire two Senior Manager- Administrative Services to manage the department’s administrative programs, budget, and staff.  These programs include payroll, accounts payable, finance, budget contracts management, employee relations and recruitment procurement, recruitment, workforce development and quality assurance.  In addition, this position will serve as a department liaison with attorneys, consultants, executives, 3rd party vendors and with various City of Richmond departments (i.e. Finance, Budget, Audit etc.).
  
 Incumbents supervise management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

**Preference will be given to internal candidates to the Department of Public Works**

 

Duties include but are not limited to

 

  • Formulating and recommending financial strategies for advancing projects and solving complex issues; providing leadership and vision to support recommended strategies.
  • Performing work of unusual difficulty involving strategic planning and interpreting complex policies and regulations.
  • Organizing, reviewing, researching, managing, and directing initiatives, rules, regulations, plans, programs, agency items, etc. for the departments budgeting, accounts payable/receivable, timekeeping/payroll, financial reporting, accounting, and related functions.
  • Networking, communicating, and meeting with various organizations and businesses.
  • Provides supervision and guidance. Leads and directs effective utilization of resources.
  • Drafting, implementing, reviewing, and responding to various documents, ordinances, emails etc.
  • Managing the city of Richmond False Alarm program including assessment of fees, fines, and administrator of appeals.
  • Manages the city of Richmond Tower Lease program including contract management and vendor relations.
  • Attending, preparing for, organizing, conducting, and serves on various settings.
  • Representing the executive at meetings and hearings.
  • Serving as an Administrative Services liaison with attorneys, consultants, executives, municipal representatives, community boards and professional associations. 

 

City of Richmond Department of Public Works employees are considered essential personnel and may be required to work during inclement weather and times of declared emergencies. 

 

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor’s Degree in public administration, business administration or field directly related to assignment 
  • A Master’s Degree in a field directly related to assignment is preferred
  • Seven (7) years of progressively responsible related experience that includes significant management and supervisory experience
  • An equivalent combination of training and experience (as approved by the department)y be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS: 

  • None required


PREFERRED:

  • Five (5) years of professional finance and accounting experience with a minimum of two (2) years of employee management experience;
  • Proficiency in accounting/budget process with experience in aligning business goals to forecasted budget development;
  • Demonstrated ability to manage multiple projects, and multiple internal and external customers simultaneously; and to lead subordinates and their associated workflows; 
  • Superb customer service and communication skills are required;
  • Experience working in the Public Safety or Government sector

The essential duties of this classification may require the ability to regularly talk; frequently finger, hear, see, and perform repetitive motions; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, feel, and grasp. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
