The primary purpose of this position is to provide leadership and management over the Housing Finance and Development programmatic functions, encompassing First and Second Tranches of ARPA housing development and preservation projects, the City’s Healthy Homes Program, and the City’s Affordable Housing Bond. The role also involves overseeing HOME-ARP projects while maintaining collaborative partnerships with 3rd Party Vendors, such as LISC, and other associated bond projects within the portfolio. This position includes supervisory responsibilities for three (3) Senior Project Development Managers and one (1) Project Development Manager.


Essential Duties and Responsibilities:

  • Collaborate with the Department Director and senior management to achieve affordable housing goals, guided by the City’s Equitable Affordable Housing Plan.
  • Provide guidance on programmatic processes related to affordable housing finance and development/preservation activities.
  • Lead a team of three (3) Senior Project Development Managers and one (1) Project Development Manager.
  • Coordinate division personnel supporting all open projects.
  • Ensure subordinates' compliance with regulations and effective management practices.
  • Establish and utilize efficient project monitoring tools for City’s affordable housing development/preservation and new Bond projects.
  • Develop NOFAs or RFPs for ARPA, Bond-funded, and other projects.
  • Analyze requests for City funding, perform underwriting reviews, and ensure correct deal structuring.
  • Collaborate with the City Attorney’s Office on ARPA and Bond projects’ development agreements.
  • Provide assistance to the Director on RRHA/City collaborations and other redevelopment projects.
  • Advise the Director on resolving sensitive issues related to affordable housing development projects.
  • Collaborate with the Deputy Director on completing Affordable Housing Trust Fund projects.
  • Assure compliance with applicable Federal, State, and local regulations.
  • Participate in the development of the Department’s Strategic Plans, presenting updates and reports on affordable housing projects.
  • Attend public/business meetings with the Director as necessary for the City’s Housing Finance and Development initiatives.
  • Perform other related duties as assigned.

Qualifications, Special Certifications, and Licenses:


Job Competencies:

  • Mastery knowledge of general management principles, public and business administration, housing finance, real estate development, and their application in government.
  • Expertise in Housing Finance, Affordable Housing Development, and Rehabilitation.
  • Demonstrated experience managing housing development projects, land acquisition, planning and development, design, construction, and financing.
  • Mastery knowledge of affordable housing programs and governing federal and local laws and regulations.
  • Advanced leadership, management, and communication skills.

Education and/or Experience:

  • Bachelor’s Degree (Master’s Degree preferred) from an accredited college or university with an emphasis in public administration, business administration, real estate, or related fields.
  • At least seven (7) years’ experience in housing operations management, including two years of senior-level management experience in public housing, affordable housing, and/or real estate redevelopment environment.
  • Equivalent combination of education and experience.

Technical Skills:

  • Competency in working with personal computers and software such as Microsoft Word and Outlook.
  • Ability to learn other software required by assigned tasks.
