Position Overview:


This position reports to the Deputy Chief Administrative Officer (DCAO) for the operations portfolio. The DCAO office provides strategic oversight of the operations portfolio (Departments of Public Works, Public Utilities, Office of Animal Care and Control, and Facilities Capital Project and Maintenance) including citywide capital projects and special projects and reports to the Chief Administrative Officer. This position provides advanced support to the DCAO in developing and recommending implementation of major policies, programs, legislation, budgets, regulations, plans, measures, and fiscal initiatives for the work of the portfolio and citywide tasks as may be assigned.

Key Duties:

  • Formulates and recommends strategies for advancing projects and solving complex issues; provides leadership and vision to support recommended strategies.
  • Performs work of unusual difficulty involving strategic planning and interpreting complex policies and regulations.
  • Works independently within the general outline of the operational mission and is tasked to make both recommendations and decisions.
  • Supervises other employees including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
  • Serves as the DCAO’s representative in many situations and meetings, both internal and external, as well as the City of Richmond emergency operations center.

Qualifications, Special Certifications and Licenses:

  • Bachelor’s degree in public administration, business administration, or field directly related to assignment.
  • Seven years of progressively responsible related experience that includes significant management and supervisory experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Preferred Qualifications:

  • A Master's Degree in a field directly related to assignment is preferred.

Environmental Hazards: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


Physical Requirements and Working Environment: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk; frequently finger, hear, see, and perform repetitive motions; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, feel, and grasp. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
