The City of Richmond Department of Public Utilities is seeking qualified candidates for the Site Inspector position in the Stormwater Division. The selected candidate will play a crucial role in ensuring compliance with the Virginia Erosion and Sediment Control Law and Regulations by inspecting construction works' erosion and sediment control practices.


Key Responsibilities:

  • Conduct regular inspections of active construction sites to ensure proper construction and function of BMPs and other stormwater structures.
  • Ensure compliance with the Virginia Erosion and Sediment Control Law and Regulations.
  • Review pollution prevention plans and ensure the Storm Water Pollution Prevention Plan (SWPPP) is updated and implemented as required.
  • Document inspections according to procedures and prepare/submit inspection reports.
  • Enter and maintain inspection data for each project into a database and spreadsheets.
  • Initiate enforcement action when necessary and ensure compliance to correct deficiencies or violations.

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Considerable knowledge of applicable state, federal, and local regulatory laws and codes.
  • Demonstrated customer service skills and computer proficiency.
  • Ability to interpret and apply laws and codes and inform citizens of code violations.

Minimum Training and Experience:

  • Associate’s degree or two-year technical certificate.
  • Three (3) or more years of related experience performing inspections, implementing abatement and enforcement plans, and demonstrating diplomacy in delivering customer service and public contact.
  • High school diploma and five (5) or more years of performing inspections may be considered to meet the minimum qualifications for this position.
  • An equivalent combination of training and experience may be used to meet the minimum qualifications.

Licensing, Certifications, and/or Other Special Requirements:

  • Three (3) years of stormwater management/construction experience.
  • Certified as a Duel Inspector (Erosion Sediment Control, Stormwater) by DEQ or certified for this discipline within 11 months.
  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • Must be eligible for Virginia designation as "Conservator of the Peace" if assigned to property maintenance inspections and obtain said designation within one year of employment.
