The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Social Casework Coordinator-Assistant in the Reunification and Permanency Program of the Children, Families, and Adult Division. The incumbent is responsible for assisting the Resource Family Unit as well as Foster Care and Adoption teams with various duties related to the needs of children in foster care. The incumbent will also provide screening, assessments, data gathering, data entry, reporting, transportation, and case management.


Duties include but are not limited to:

  • Recruiting and screening families interested in becoming foster parents
  • Developing and maintaining a tracking system to include families who participate in the information sessions, outcome of training, and approval
  • Developing and utilizing a quality control system through surveys and evaluations and tracking feedback
  • Providing home visits and coordinating visits to support case workers, as needed
  • Supporting case workers in securing a foster home, group home, or residential placement for foster care youth
  • Coordinating and supervising visits between foster care youth and biological parents
  • Transporting foster children to necessary appointments and attending to their transportation needs
  • Filing and reviewing cases for audit
  • Assessing and coordinating services for kinship families with out-of-state relative children (Interstate Compact on the Placement of Children)
  • Acting as a liaison to community partners who support child welfare efforts
  • Performing other related duties as assigned

City of Richmond Department of Social Services employees are considered essential personnel and may be required to work during times of declared emergencies.


Qualifications, Special Certifications, and Licenses


Knowledge, Skills, and Abilities:

  • Considerable knowledge in principles and practices in the human services field, including knowledge of programs, socio-economic trends, and behaviors that impact the delivery of human services; and state and local policies and procedures, laws, and regulations
  • Demonstrated skills in advocating and counseling; administering individual and family assessments and interpreting results; interviewing; case management, including reporting and documenting; oral/written communication; and conducting forensic interviews
  • Demonstrated ability in understanding and interpreting policies, procedures, regulations, and laws; thinking critically; managing time effectively; making sound judgments; problem-solving; and analyzing, assessing, and evaluating data

Licensing, Certifications, and/or Other Special Requirements:

  • Valid Commonwealth of Virginia Driver's License with a satisfactory driving record

Minimum Training and Experience:

  • Associate's degree in human services, social services, or related field
  • Bachelor's degree in human services or social services preferred
  • Three years of human services or social casework paraprofessional experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Preferred Qualifications:

  • Bachelor's degree in a human services-related field
  • A valid driver's license with a satisfactory driving record or the ability to obtain a Commonwealth of Virginia Driver's License within 30 days of hire
  • Knowledge of foster care and adoption services
  • Proficiency in Microsoft Office Suite (Word, Outlook, Excel)
  • Knowledge of casework philosophy, methods, and practices
  • Ability to accurately and efficiently process a high volume caseload
