Description
**Preference will be given to internal employees or contractors, currently working with the city. **
This class provides, mentoring, advocacy, and case management to juvenile clients and their families. Incumbents provide direct services including identifying client needs and coordinating community resource as related to a U.S. DOJ grant focused on Youth Violence Prevention in the City of Richmond. As a member of the Youth Justice Team, the incumbent will provide a variety of individual and/or group supportive services that address both short-term and longterm client needs. Incumbents provide group facilitation, case management, screening, assessment, data gathering, and reporting through coordination with the courts or government programs. This program works closely with the courts, law enforcement agencies, public schools, and other community agencies.
Incumbents assigned to Youth Justice:

Determine if clients qualify for services

Administer needs assessment and make referrals to appropriate community resources

Manage active caseload of youth referred by the courts, school, and community agencies

Provide client/family engagement interventions
-
Coordinate vendor and community resources to address emergency and ongoing needs of families
-
Facilitate programming to include juvenile educational groups, orientation with parents/guardians; and Network with partnering agencies and organizations to facilitate community outreach.
As assigned, work may include: scheduling and conducting home visits; researching, compiling, and assembling information; preparing reports; assisting clients in keeping follow-up appointments; monitoring client educational and medical needs; ensuring clients understand treatment plans, goals, and preventative measures; assisting client with accomplishing program goals; attending informational meetings; collecting client information and maintaining records; and networking with other resources for referrals.
Some assignments may serve as essential employees in times of declared emergencies.

TYPICAL CLASS ESSENTIAL DUTIES: These duties are a representative sample; position assignments may vary.
- Schedules regular home visits to assist clients (e.g. strengthening parent-child relationships).
- Counsels' families and individuals on medical and educational responsibilities; routinely makes medical and educational information available and refers families as needed to the appropriate medical or intervention specialist.
- Develops family support plans with goals and assists clients in keeping follow up appointments, ensuring that clients understand program goals. Keeps clients regularly engaged through home centered visits and offering age-appropriate activities and resources.
- Refers customers to other resources and services within the city and to outside agencies, as needed.
- Educates participants about their rights and responsibilities.
- Prepares records and monthly reports on service provisions.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Associate's degree in human services, social services, or related field
- Bachelor's degree in human services or social services preferred
- Three years of human services or social casework paraprofessional experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
- Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to talk; hear; see; use hands, wrist, or fingers in a repetitive motion; and finger (pick, pinch, type or otherwise work primarily with fingers). The employee is occasionally required to walk; stand; reach extending hands and arms in any direction; lift; and push or pull. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
