The Sustainability Programs Manager plays a pivotal role in leading the City's sustainability initiatives. This position involves strategic planning, development, and implementation of city-wide programs in alignment with RVAgreen 2050, prioritizing equitable sustainability and resilience. The primary objectives include enhancing residents' quality of life, fostering a healthier environment, and creating economic opportunities. The incumbent collaborates with internal and external stakeholders, secures resources, and forges partnerships for sustainability programs. Responsibilities encompass developing metrics, monitoring progress, ensuring goal achievement, facilitating meetings with various departments and agencies, managing communications, and staying updated on industry best practices and innovations.


Moreover, the role involves supervising professional and support staff, overseeing their performance, facilitating training, and handling HR procedures. Reporting directly to the Director of the Office of Sustainability, the position involves supervision of employees while receiving guidance from a director or deputy director, although alternative reporting structures may exist.


Key Responsibilities:

  • Plans, develops, implements, and manages City sustainability programs and projects, accounting for 50% of the workload.
  • Supervises staff and administers the sustainability budget, contributing to 30% of the role.
  • Secures funding and resources (10%) while coordinating with City departments and external agencies to measure and develop new sustainability programs.
  • Conducts policy analysis (10%) and advocates for new policies related to clean energy, waste reduction, environmental and food justice, climate quality, among other topics.

Qualifications:

  • Knowledge: Proficiency in sustainability practices, environmental science, energy and environmental management, program development, public administration, change management principles, and Microsoft Office Suite.
  • Skills: Strategic planning, public speaking, collaboration, facilitation, supervision, interpersonal and written communication, customer service, and research.
  • Abilities: Analytical skills, multitasking, problem-solving, goal-setting, and visionary capabilities.

Minimum Training and Experience:

  • Bachelor's degree in environmental science, public administration, urban planning, or related field; Master's degree preferred.
  • 4 years of professional experience within local government organizations in policy analysis, program management, or environmental planning.
  • An equivalent combination of training and experience may be considered.

Licensing, Certifications, and Special Requirements:

  • Valid Driver's License with an acceptable driving record.

  • Work conditions may involve exposure to various physical hazards and environmental challenges within and outside the City of Richmond.

Physical Requirements and Working Environment:
