This position is responsible for developing, facilitating, and implementing all phases of the talent acquisition strategic plan and recruitment process. The ideal candidate will have a proven track record of success in recruiting and hiring top talent, as well as a deep understanding of the talent acquisition landscape.


Essential Duties and Responsibilities

  • Serve as a Lead Talent Acquisition Partner
  • Ensure that assigned staff understands their duties
  • Monitor assigned staff productivity and provide coaching
  • Oversee various departmental initiatives
  • Develop and implement talent acquisition strategic plan
  • Create an informed, consultative talent strategy based on targeted research, industry/market and candidate data
  • Collaborate closely across complex, with department directors to build robust, diverse candidate slates
  • Identify and draft detailed and accurate job descriptions and hiring criteria
  • Identify and implement efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization
  • Develop influential partnerships with hiring managers, internal recruiting partners, and business partners
  • Develop and negotiate complex competitive offer packages
  • Adheres to, guides, and educates city leaders and partners on the Talent Acquisition process and applicable laws
  • Upholds strict confidentiality specific to talent planning, succession planning, and organizational design
  • Establish effective executive search methodologies and best practices
  • Collaborate with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies
  • Manages sourcing of qualified candidates through a wide variety of channels, including external resume databases, LinkedIn, colleges and universities, job fairs, and recruiting sessions
  • Develops and implements innovative strategies to increase productivity and efficiencies in the talent acquisition pipeline utilizing Boolean, LinkedIn, social media, and cold calling
  • Oversees interview process, attending and conducting interviews with managers, directors, and other stakeholders, presents qualified candidates to hiring managers and solicits feedback on candidates to refine talent acquisition strategy as applicable
  • Ensures equitable and objective hiring practices
  • Partners with senior management, HR colleagues and Finance to anticipate upcoming needs, market compensation trends and strategize pipelines
  • Proactively shares innovative solutions to add value, anticipates needs and streamlines the recruiting process for internal stakeholders
  • Demonstrates an expert level of understanding of talent acquisition needs by participating in client meetings and being aware of changes within the business
  • Leads talent acquisition responsibilities and managing hiring manager/candidate expectations
  • Provides a positive candidate experience with frequent and timely communication throughout the talent acquisition process
  • Shares manager feedback and appropriately dispositions all candidates
  • Educates candidates on the career growth potential, benefits, compensation philosophy and many advantages of employment, selling both the City of Richmond and the opportunity
  • Conducts appropriate compensation expectation conversations with both hiring managers and candidates to ensure timely, fair and equitable closure of offers
  • Understands diversity goals and provides education to hiring managers to ensure and present a diverse candidate slate
  • Utilizes the complete functionality of the Applicant Tracking System, NeoGov, while maintaining data integrity and controls
  • Performs all additional related duties and responsibilities as required

Qualifications

  • 5-7 years of professional level recruiting experience
  • 5+ years of Human Resources/Customer Service experience
  • Bachelor’s degree
  • Disciplines Preferred: Human Resources; Business; Public Administration
  • Certifications/Licenses: Certified Internet Recruiter (CIR) or SHRM HR Certification strongly preferred. Recruiter Academy certification and/or obtained within 6 months of hire.
  • Preferred:
    • 5-7 years professional level experience in Recruiting/Talent Acquisition
    • Experience managing search and selection process for mid-level to senior level vacancies.
    • Master’s degree (equivalency not accepted in place of a required degree)
    • Disciplines Preferred: Human Resources; Business; Public Administration

ENVIRONMENTAL HAZARDS


Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
