The City of Richmond Police Department seeks a qualified Full Stack Software Engineer for the Technology Coordinator position in the Records and Technology Division. The selected candidate will spearhead the development, implementation, maintenance, and enhancement of front and back-end software applications. Responsibilities range from system architecture design to high-level programming, performance testing, and systems integration. Advanced programming skills, application development experience, and exceptional troubleshooting abilities are vital for success.


Key Responsibilities:

  • Develop, implement, maintain, and enhance front and back-end software applications.
  • Design system architecture, perform high-level programming, and conduct performance testing and systems integration.
  • Troubleshoot and resolve system-related issues, collaborating to define software project scopes.
  • Design scalable web services, applications, and APIs, and generate technical documents.

Qualifications:

  • Knowledge, Skills & Abilities: Extensive knowledge of general business practices, security policies, computer programs (Microsoft Office Suite, Visual Studio, SQL server, etc.), electronic databases, and specialized technical skills (SQL code reviews, data security, etc.). Proficiency in problem-solving, customer service, communication, organization, multitasking, and technological acumen.
  • Experience Required: Back-end code experience in C# and .NET, HTML, CSS, IIS, Git/DevOps version control, MSSQL relational databases, web services, database normalization, Visual Studio, SQL Management Studio.
  • Minimum Training and Experience: Associate's degree in computer science or related field with three years of maintenance, troubleshooting, and repair experience. Bachelor's degree in computer science preferred. Equivalent training and experience may be considered.

Preferred Skills:

  • Experience with XML, ETL (SSIS or comparable tool), Web APIs, Microsoft Power BI, and/or Crystal Reports.

Licensing, Certifications, and Special Requirements:

  • Some roles may require a valid Driver's License and a Commonwealth of Virginia Driver's License within 30 days of hire.
  • Incumbents in telecommunications systems may need an FCC General Radiotelephone Operator License (GROL) within one year of hire.
