The City of Richmond Department of Emergency Communications, Preparedness and Response is seeking a Technology Manager (Agency) to join the Department’s Technology Division. The successful candidate will be responsible for supporting the department’s efforts in supporting the City’s Public Safety agencies and critical systems.
Key Responsibilities:
- Leadership oversight for gathering, analyzing, or evaluating information technology
- Support for Public Safety systems ensuring operational readiness
- Supervisory role within the department
- Work independently and collaboratively
Duties include but are not limited to:
- Gathering, analyzing, and evaluating information technology
- Providing solutions for technology-enabled and data-driven department
- Strategic direction and oversight for IT systems and programs
- Departmental architecture management, application management, security, and risk management
- Emergency communications and management fields analysis and assessment
- Departmental management responsibility for information system and camera services
- Building and maintaining relationships with other command staff
- Development of DEPPR IT strategy and implementation roadmap
- Staying up to date on new technologies and providing direction on integration
- Examining and re-engineering operations and procedures
- Formulating policy and implementing new strategies and procedures
Qualifications:
Knowledge, Skills, and Abilities:
- Knowledge of general business and management practices
- Public Safety software and common computer programs
- Understanding emergency management principles
- Various communications technologies used in public safety
- Data management and analysis
- Collaboration and interagency coordination
- Leadership, decision-making, and problem-solving skills
- Budget management and project planning
- Awareness of emerging technologies
Demonstrated Skills:
- Leadership and clear vision for technology use in Public Safety
- Informed and timely decision-making, especially during emergencies
- Meeting with stakeholders to define software project scope
- Analyzing complex situations and developing innovative solutions
- Managing budgets effectively
- Developing comprehensive project plans and timelines
- Awareness of emerging technologies and industry trends
Minimum Training and Experience:
- Bachelor's degree in computer science or related field
- One year of supervisory experience preferred
- An equivalent combination of training and experience may be considered
Preferred:
- Minimum 5 - 10 years’ experience in management of Public Safety Solutions
- Advanced level knowledge of radio and camera technologies
- Hands-on experience within the field with public safety systems
Licensing, Certifications, and Other Special Requirements:
- Some assignments may require a valid Driver's License
- Valid Commonwealth of Virginia Driver's License within 30 days of hire
- Some agencies may have other specific requirements
