The City of Richmond Police Department is seeking a qualified candidate for the unclassified position of Technology Manager (Agency) for its Technology and Records division. This position will provide first-level supervision over technology and related systems for the Police Department. This class provides information technology application, management, and security. Incumbents serve as a first-level supervisor over technology and related systems for a department. This class also provides network and user support.


Work involves supervising staff and making interpretive decisions on behalf of the department regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Incumbents oversee daily operations and direct workflow; make recommendations for standard desktop technology and field deployable hardware/software; facilitate training; oversee the implementation of systems upgrades; manage vendors and contracts; conduct, attend, and participate in departmental staff meetings and meetings with other departments; review, prepare, and submit reports; develop, implement, and monitor policies and procedures; oversee correspondence; manage budgets, approve expenditures, and manage procurement processes; and manage personnel.


Incumbents supervise professional, paraprofessional, and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. This position is UNCLASSIFIED and serves at the will of the Appointing Authority.


Duties include but are not limited to

  • Provides supervision to staff through training, guidance, backfill, and support.
  • Prepares daily task assignments for staff and work calendars.
  • Performs employee performance evaluations and approves employee leave requests.
  • Coordinates and manages teams.
  • Plans, manages, and implements departmental projects, including budget planning.
  • Maintains system support and performs asset inventory management.
  • Prepares various reports, including statistics, budgetary, and project reports.
  • Works with vendors to solve problems and identify emerging technology.
  • Participates in City-wide meetings and coordinates projects with clients.
  • This position is designated as Essential Personnel, requiring work during public emergencies, critical conditions, or inclement weather when the City is closed.

Qualifications, Special Certifications, and Licenses

  • Considerable knowledge of management and supervisory experience, mathematics, and budgeting.
  • Proficiency in computer programs such as Microsoft Office Suite (Outlook, Word, etc.) with intermediate to advanced knowledge of Microsoft Excel.
  • Familiarity with electronic databases and related software applications such as Oracle E Business Suite, EIS reporting, MUNIS, and POSS staffing calendar software.
  • Understanding of expense budgets, financial projections, process management, and project management.
  • Specific and advanced technical skills in the department of focus.
  • Demonstrated ability to create and understand data dashboards, delegate tasks, implement and maintain programs, and develop reports for all organizational levels.
  • Effective presentation and leadership skills, crisis management, and interpersonal communication.

MINIMUM TRAINING AND EXPERIENCE

  • Bachelor's degree in computer science or related field.
  • Four years of journey-level professional computer systems experience related to the assignment.
  • One year of supervisory experience preferred.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
