The City of Richmond Department of Information Technology is currently seeking a qualified candidate for the position of Technology Systems Developer in the Enterprise Resource Planning (ERP) - Applications Division. The incumbent will play a crucial role in the development, implementation, enhancement, and maintenance of automated computer systems supporting the City's Oracle Enterprise Resource Planning (ERP) system-Oracle E-Business Suite.
Key Responsibilities:
- Design and implement Oracle database solutions.
- Configure and customize ERP modules, specifically in HR/Finance.
- Develop technical design documents and other supporting documents.
- Provide production support on a rotation basis.
- Produce deliverables including periodic status reports, change control requests, issue escalation documentation, deployment plans, and more.
- Perform code/design reviews with application development teams.
- Ensure all work is completed in accordance with City standards.
- Develop business and data process flow models.
- Identify opportunities to improve data flow, security, performance, and effectiveness of software or systems.
- Serve as an Essential employee, required to work during City closures due to emergencies or hazardous conditions.
- Serve on-call 24 hours/7 days a week to provide leadership for critical system support and problem resolution.
Qualifications, Special Certifications, and Licenses: Knowledge, Skills, and Abilities:
- Considerable knowledge in software applications such as Oracle e-Business Suite, Oracle RDMS, and PuTTY/WinSCP.
- Functional knowledge of application-specific and advanced technical skills in areas such as PL/SQL, EBS-R-12, and coding.
- Review and evaluate proposed applications, code and debug program changes, collaborate with other systems personnel for technical programming guidance.
- Convert business requirements into technical designs, create and maintain required documentation for programs, testing, and other deliverables.
- Evaluate and recommend changes to current and future system requirements, prepare flow charts, structure charts, and other design documents.
- Teach and instruct clients on the use of applications, test and deploy applications to servers, and upgrade and maintain existing system applications.
- Demonstrated abilities in active listening, problem-solving, critical thinking, time management, troubleshooting, and understanding steps required for problem resolutions and workarounds.
Minimum Training and Experience:
- Bachelor's degree in computer science, systems development, or database management.
- One year of experience.
- An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.
Preferred Training and Experience:
- At least two (2) years of direct experience as a developer working with Oracle applications.
- Technical fluency in relational databases, including solid SQL and PL/SQL skills.
- At least two (2) years of experience with large-scale Oracle databases.
- Demonstrated experience with Oracle Forms and Reports.
- Preferred experience in areas such as Oracle E-business suite, Oracle ERP applications, Oracle APEX, Oracle OBIEE, and Oracle 11i/12r.
