The City of Richmond Department of Information Technology is seeking a highly motivated Technology Team Lead to manage the Finance HR Application Services team. The incumbent will provide leadership, oversee software implementation, and support within various departments. The role involves managing projects, gathering requirements, designing applications, software development, documentation, and delivering customer service and support.
Key Responsibilities:
- Managing projects and leading a team of systems developers.
- Gathering requirements, designing applications, and developing software.
- Documenting processes and providing customer service and support.
- Serving as an Essential employee, required to work during city closures due to emergencies or hazardous conditions.
- On-call availability for support to rotating staff regarding critical systems and applications.
Qualifications:
- Knowledge, Skills & Abilities: Considerable knowledge in business technology planning/re-engineering, capacity planning, monitoring city systems, computer programs (e.g., Microsoft Visual Studio, SQL server), electronic databases, project management, and systems development life cycle (SDLC).
- Skills: Contributing to customer satisfaction, root cause analysis, collaboration, logical reasoning, multitasking, leadership, decision-making, and teamwork.
- Abilities: Interpersonal communication, customer service management, discretion in decision-making, and following standard procedures.
- Minimum Training and Experience: Completion of core curriculum for a Bachelor's or Associate's degree in computer science or related field, preferred Bachelor's degree in computer science, four years of professional systems development experience, and one year of lead or supervisory experience. Equivalent training and experience may be considered.
- Licensing, Certifications, and Special Requirements: Project Management Practitioner's Certification preferred.
Preferred Training and Experience:
- Computer programming experience, including high-end systems analysis and design.
- Application Development experience in .Net, Visual Studio, C#, ASP.Net.
- Business Process Analysis and documentation of requirements.
- Three years of IT Project Management and Supervisory experience.
- Systems Development Life Cycle (SDLC) knowledge, especially in Waterfall methodology.
- Excellent communication, time management, multitasking, and leadership skills.
