The City of Richmond Department of Information Technology is actively seeking a highly qualified and motivated candidate to fill the role of Technology Team Lead. The successful candidate will assume a leadership position, overseeing the Finance HR Application Services team. This team operates under general direction and is responsible for software implementation and support across various departments.

Note: Incumbents in this role serve as Essential employees, requiring availability during city closures, public emergencies, critical or hazardous conditions, or inclement weather. Additionally, on-call duties may be required 24/7 to support critical systems and applications.
Qualifications, Special Certifications, and Licenses:
Knowledge, Skills, and Abilities:
- Considerable knowledge in business technology planning/re-engineering
- Capacity planning and monitoring City systems and processes
- Proficiency in computer programs, including Microsoft Visual Studio, System Center (SQL server), and Microsoft Project
- Skills in electronic databases and related software applications (web application servers, UNIX, NT, Oracle)
- Demonstrated abilities in customer satisfaction, systems development life cycle (SDLC), and project management
- Strong interpersonal communication and customer service management skills
- Ability to collaborate with diverse groups and public officials
- Logical reasoning, multi-tasking, and strong work ethic
- Leadership and supervisory oversight experience
- Ability to work in a team environment
Minimum Training and Experience:
- Completion of the core curriculum for a Bachelor or Associate level major in computer science or related field
- Bachelor's degree in computer science preferred
- Four years of journey-level professional systems development experience
- One year of lead or supervisory experience
- Equivalent combination of training and experience may be considered
Licensing, Certifications, and Other Special Requirements:
- Project Management Practitioner's Certification preferred
Preferred Training and Experience:
- Computer programming experience, including two (2) years in computer systems analysis and design
- Application Development experience, including .Net, Visual Studio, C#, ASP.Net
- Business Process Analysis experience, analyzing business processes and documenting requirements
- Three (3) years of IT Project Management experience
- Three (3) years of Supervisory experience
- Systems Development Life Cycle (SDLC) experience
- Knowledge of Waterfall methodology
- Excellent verbal and written communications skills
- Strong time management and multitasking abilities
- Leadership skills with the ability to plan, execute, and oversee multiple projects.
