Job Description: The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Traffic Signal Specialist with the Traffic Engineering Division. The incumbent is responsible for performing technical tasks associated with the installation, maintenance, and repair of the City's traffic control system. Work may include performing diagnostics, construction, inspection, and preventative maintenance of traffic signals and related devices. Incumbents also respond to calls requiring immediate attention throughout the City to ensure citizen safety. Duties may include working in extreme weather or other hazardous situations.

Duties include but are not limited to:
- Performing routine inspections and maintenance of traffic signals at intersections; operating related equipment; and ensuring traffic signals are working as expected.
- Responding to emergency repair calls to ensure traffic signals return to normal operation in a timely manner, and deciding what equipment and tools are needed to complete repairs quickly and safely.
- Inspecting work equipment before heading out to the field.
- Entering information into City Works system regarding completed work; responding to emails; and performing other various administrative duties as needed.
City of Richmond Public Works employees who work in this class are considered Essential Personnel and will be required to work during declared emergencies and major weather events.
Qualifications, Special Certifications, and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of traffic signal installation, repair, and maintenance.
- Knowledge of devices commonly attached to traffic signals such as 360 cameras, Iteris cameras, and microwave sensors.
- Knowledge of Geographic Information Systems (GIS) and AutoCAD.
- Knowledge of electrical systems.
- Understanding of proper safety procedures.
- Familiarity and knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
- Computer proficiency in Microsoft Office Suite (e.g. Word, Excel, and Outlook).
- Skill in directing traffic and setting up barricades and signage for safety.
- Skill in troubleshooting electrical and mechanical systems as well as operating a bucket truck.
- Effective skill in problem-solving, prioritizing, oral and written communication.
MINIMUM TRAINING AND EXPERIENCE:
- High School Diploma or GED.
- Training that is equivalent to the satisfactory completion of one (1) year of college education or specialized advanced training.
- Two (2) years of related experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
- A valid Driver's License.
- A valid Commonwealth of Virginia Driver's License within 30 days of hire.
- A valid Commonwealth of Virginia Commercial Driver's License (Class B) within 6 months of hire.
- VDOT Basic Work Zone Traffic Control Certifications.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently walk; and occasionally stoop, reach, stand, push, pull, lift, grasp, and feel. The working conditions may contain environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
