The Department of Finance is currently accepting applications for the position of Treasury Billing Manager. This role serves as a second-level supervisor over the treasury unit, requiring interpretive decisions to execute organizational goals. The incumbent oversees daily operations, directs workflow, conducts meetings, reviews reports, represents the City on fiscal matters, develops policies, manages budgets, and supervises personnel.
Key Responsibilities:
- Updating positive pay files with Wells Fargo for electronic payments.
- Responding to and assisting external customers, taxpayers, and citizens.
- Administering, managing, and monitoring programs in the focus area.
- Managing and supervising staff, including performance evaluations and training.
- Assisting other City of Richmond departments regarding posting payments and other processes.
- Reviewing and improving processes and procedures.
- Performing testing of new software upgrades and products.
- Annual billing for all tax types as outlined in the Code of Virginia.
- Supplemental billing for all tax types as outlined in the Code of Virginia.
- Delinquent billing for all tax types as outlined in the Code of Virginia.
- Coordinating with print vendors.
- Coordinating mailings.
- Updating online payment websites, if applicable.
Qualifications:
- Minimum Training and Experience: Bachelor's degree in business administration, finance, accounting, or a related field; Four years of experience in a related field; An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.

Knowledge, Skills, and Abilities:
- Knowledge: Local government tax policies, Personal Property taxes, Audit practices, Background knowledge in focus area, Computer programs such as Microsoft Office Suite, Basic accounting principles, Cash handling and cashiering systems, Internal cash controls practices.
