The City of Richmond Department of Public Utilities Water Treatment Plant Division is seeking highly qualified and licensed candidates for the role of Utility Plant Specialist in the Electrical Section. The selected candidate will be responsible for the maintenance and troubleshooting of industrial electrical/mechanical equipment, including motors, controllers, VFDs, PLCs, and other water-related equipment. Additionally, they will handle the repair and installation of various types of electrical equipment. Apprentices are encouraged to apply for this recruitment posting.
Key Responsibilities:
- Read blueprints and electrical schematics
- Troubleshoot and repair various types of electrical equipment and circuitry
- Perform administrative tasks such as composing work orders per CMMS, updating files, and maintaining maintenance logs
- Utilize and understand the usage of various types of electrical test equipment
- Conduct preventative and corrective actions on various types of Water Utility electrical systems
- Communicate effectively with outside vendors/contractors
This position is considered Essential Personnel, requiring the incumbent to work during city closures due to public emergencies, critical or hazardous conditions, or inclement weather. The individual may be required to work nights, weekends, holidays, or be on-call as needed.
Qualifications:
- Considerable knowledge of conduit bending and installation
- Proficiency in electric motor/wiring Megger testing
- Familiarity with the National Electrical Code, NFPA 70, NFP 70E, and Arc Flash Hazards
- Understanding of electrical and mechanical equipment used at a utility plant, such as water purification, pumping, and wastewater equipment
- Strong commitment to safety practices and principles
- Ability to read and understand drawings, blueprints, and maps
- Proficiency in operating various equipment safely and correctly
- Demonstrated ability to operate bucket trucks, forklifts, cranes, and other equipment for hoisting and pulling equipment
- Competence in operating and using basic hand and power tools
- Strong problem-solving and troubleshooting skills
Minimum Training and Experience:
- High School Diploma or GED
- No experience required
- Preferably two years of experience in a related field
- Advancement through the broadband is dependent, in part, on additional experience:
- Zone II: Minimum of 12 additional months of experience
- Zone III: Minimum of 18 additional months of experience
- Zone IV: Minimum of 36 additional months of experience
- An equivalent combination of training and experience, as approved by the department, may be used to meet the minimum qualifications of the classification.
Licensing, Certifications, and Other Special Requirements:
- Zone III: Requires all of the above plus VA Contractor Board Journeyman license
- Zone IV: Requires all of the above plus VA Contractor Board Master license
Preferred Training and Experience:
- Journeyman Electrician License (a plus)
- Master Electrician License (a plus)
- Class B or higher CDL (a plus)
